Clubhouse Development – Call for Volunteers and Terms of Reference

Last year I updated everyone on the next steps of our development journey following the discussions during the summer on whether we should build some new changing rooms or build a new clubhouse. You will recall that ultimately we decided on the following course of action:

1) Build 4 new changing rooms at a reduced price of £430k inc VAT
2) Negotiate with the RFU on locating a new fully funded AGP facility at the club
3) Recruit a new project team to develop the clubhouse to increase the social spaces and generally improve the existing clubhouse
4) Add 2 additional changing rooms to the block of 4

I’m pleased to report that we are making excellent progress on numbers 1 and 2 such that we currently hope to have both the new changing room block and a new AGP facility available by the beginning of next season.

The purpose of my note is to kick off the process for 3 ie the further development of our existing clubhouse. As usual in an organisation like ours we are heavily dependent upon volunteers to step forward to manage the project, collate the ideas, drive to recommendations and ultimately deliver the improvements we need. In the end nothing will move forward without a group of enthusiastic volunteers. There are already a couple of people who have expressed a willingness to join the project team but we desperately need a project leader and a larger number of volunteers to step up and drive this vision to reality – if you think you can help us and have the time to commit to this project please reach out to a member of the management committee or drop me a line directly (alancroucher@btinternet.com / 07500 184 208).

The following Terms of Reference have been agreed by the Management Committee and you will see that we hope to have whatever improvements we can identified, agreed and delivered so they are in place ready for the beginning of the 2018 / 2019 season – a project timeframe of approx. 18 months to include fundraising. Currently all fund raising activity across the club is being directed towards this project.

CLUBHOUSE REFURBISHMENT PROGRAMME 2017
Introduction
As part of the wider club development programme the Management Committee has undertaken to continue the refurbishment of the existing clubhouse to provide additional social spaces for members.
This is the third phase of the long term programme of development after the building of the new changing room block due to commence in 2017 and the potential siting of a new AGP pitch at the club which will be fully funded by the RFU.

Scope
The scope covers the refurbishment of the clubhouse to provide additional social spaces and improvements to the facilities for the benefit of the members, their guests and potential hirers of the premises.

Objectives and Deliverables
1. Engage with the club membership to identify desired improvements to specifically – increase the social spaces potentially relocating the kitchen, club shop, physio room as well as building a disabled toilet and dedicated playgroup storage unit.
2. Overall scope should include the possibility of extending out into the car park along the rear of the clubhouse (although we would at our expense need to reinstate the tarmac area for Horsham Fitness).
3. Compile recommendations based on affordability and delivery within the timescale
4. Gain planning approval from Horsham District Council (if required)
5. Apply to external funding bodies and secure the monies required
6. Develop internal funding plans and execute to gain agreement from parties concerned
7. Create a high level plan including costs, resources required and timeframes
8. Ensure appropriate communication to the Club membership.
9. Gain approval for commencing the building works from the Management Committee

Timeframe
It is envisaged that this refurbishment programme will be complete by August 2018 to be ready for the commencement of the 2018 / 2019 season.

Budget
The budget is unspecified at this stage and is entirely dependent on the action works to be undertaken. It is envisaged that the primary source of funding for this development will be the continuing but separate fund raising efforts.

Group Chairman to report to Management Committee on a regular basis and at any significant milestones.
